A second group can be on the other side of the street or on the other side of the galaxy and yet both can be working towards an overall goal. All depends on how the story plays out and the direction of the game controller/controllers.
This format allows for individuals of even the lowest rank to play an important role towards an ultimate goal as well as their own personal character development without being overpowered by the more experienced and powerful characters of the equites and elders.
It also allows for a variety in competitions.
Another aspect is team work. A game controller could very easily put a battleteam leader in a position to make actual command choices with their time perhaps even to the point of sacrifice.
