Each individual or group will have thier own thread in which they will deal with the various problems and instances in the current mission/story.

From here the game controller will guide the group through the various situations, presenting new problems as they arise.

Certain problems can be simply dealt with in a run on situation allowing each person to effectivly express themselves as needed.

Other problems can be presented in the forms of competitions for awards.

Having someone jump in and give groups or individuals tasks, such as the Battleteams or the Black Guards, is a great way to have a person who is not involved with them normally to give them a task to complete. However, the person doing so must realize that they can not just jump into it when something else is going on. They must know what has happened previously. Also, they should probably get in touch with whoever is in charge of the group so they know if it is alright to actually jump in and give them a task.

I see what your saying but the spirit is that those who are acting as Gaming monitors or moderators already have a rough outline to work with. The group would already know the tasks and a moderator would provide input as needed. There will always be someone moderating so it will not be someone just jumping in to give a task at random.

Rather it is someone keeping the story on track as needed and providing things such as scenery, potential problems, and of course acting out bad guys if necessary.
