i think he started bringing balance, but that he's one piece of it.
He brings the Sith out from the shadows, kills the jedi. then he kills the sith.
then his son starts a new jedi-order, one that isn't stuck in tradition (like the original order), but to have them live the force more naturally.

The basic premise of the prophecy was that a being would be born of the Force, seemingly brought into the world simply by the presence of midi-chlorians. The Chosen One would be born to a mother who was not naturally impregnated, a conception enacted by the will of the Force. This being would be incredibly connected to the Force, with a high level of skills even before training. This balance, however, could only be achieved after a period in which the Dark Side of the Force grew strong. According to the larger prophecy, the dark times would literally unfold across the galaxy, and the Chosen One would be born in their midst. Eventually, the prophecy proclaimed that the Chosen One will bring balance to the Force throughout the galaxy. Jedi historians often overlooked the fact that the legend never said anything about the Chosen One actually being a Jedi Knight. The legend simply stated that the Chosen One would bring balance to the Force. Qui-Gon Jinn rightly believed that he had found the Chosen One when he discovered Anakin Skywalker on Tatooine. The Jedi Order, however, refused to fully accept the presence of Anakin as the Chosen One. The Jedi Council had insulated itself so far from the galaxy that they were unaware of the rise to power of Darth Sidious. Ultimately, Qui-Gon was proven correct, although the entire galaxy suffered for it. Anakin eventually became Darth Vader, and the Jedi Knights were nearly exterminated, leaving two Sith - Darth Sidious and Darth Vader - and two Jedi Knights - Obi-Wan Kenobi and Yoda. However, Sidious' power continued to grow, a factor not explicitly covered in the legends. As the Emperor gained power, first Obi-Wan and then Yoda died, leaving just Anakin's son Luke as the sole Jedi Knight. Luke's strength in the Force brought Anakin into contact with his son at the Battle of Endor, where Anakin fulfilled his destiny by destroying Darth Sidious. The deaths of Yoda and Sidious, along with Anakin's return to the Light Side of the Force, eliminated the imbalance caused years earlier. Luke's own new Jedi Order recognized that the Force was not simply light and dark, but a single entity comprised of both good and evil.
